Ситуация такая. у меня верифицированный Paypal. покупаю через Ebay без проблем. а просто послать деньги через Send money не получается. Пишет все время вот что: This payment cannot be funded with a credit card at this time.
Я понимаю, если бы все платежи не проходили, а тут такие непонятки - за Ebayные вещи плачу без проблем, а просто деньги перекинуть не получается.

И не получится у тебя уже ничего, кроме ебея, оплатить с этой карты. Палка запоминает, что ты обычно делаешь с картой, и не дает ничего другого сделать. Вот что они пишут:

Я пользуюсь и ибеем и шлю деньги с одного и того же счета в paypal. Последний раз слал деньги вчера вечером. Просто нужно пробовать еще. И, кстати, помогает им туда звонить. Они, конечно, скажут, что у них такая система безопасности, и ничего поделать они не могут. Но после звонка обычно попытки становятся успешными.
Мне пэйпэл как-то не давал купить ноутбук. Сумма большая, и транзакция блокировалась. Но через какое-то время платеж пропустили. Видимо, система действительно настроена на избежание нестандартных действий.
Резюме: пробуй еще и звони им!

да, там кажется только один телефон. Их автоответчик - тоже испытание. Там говорящая тетка, которая способна просто все нервы извести. А еще может придется ждать ответа оператора минут десять. Короче дозвониться тяжело, но это может поправить дело.

да, я уже испытал ее действие на себе - только прорвался через нее, так оказалось, что они еще не работают - надо попозже позвонить..

Если я не ошибаюсь, при регистрации аккаунта справшивают, какой вариант вы выбираете: для тех, кто обычно платит, для тех, кто обычно получает и пересылает. Там вроде не всем странам доступны функции, иные помимо платежей.
Можно, конечно, передачу денег оформить под фиктивную сделку, отдельный лот от контрагента, платёж. Но это, если есть желание.
